Legislator Doing His Utmost

GNP's Yoon Jin-sik does all he can to help the local economy and welfare work in his district


Rep. Yoon Jin-sik said, “I will continue to run harder,” in his annual report on his legislative activities to his constituents in Chungju, North Chungcheong Province.
The report said he, as a member of the Strategy and Finance Committee of the National Assembly representing the ruling Grand National Party, will work without limits to accomplish the various targets underlined in the Chungju Development 2030 Plan. He first noted in the report that Chungju City has secured for the first time 1 trillion won in its annual budget for this year to speed up the development of the local economy.
The report featured among Rep Yoon’s accomplishments the construction of the highway section linking Umsong, Chungju and Jecheon, North Chungcheong Province, the Central Inland Region Railroad and the Chungcheong Expressway. The legislator also had his hand in securing budgets for the expansion of the highway linking North Chungju Interchange, Kakeum and Chilkum and he also helped to pull up the expanding infrastructure facilities for the World Boat Racing Championships. Yoon also helped secure the sales routes for 100 tons of rice produced annually in the rice paddies in and around Chungju, according to the report.
Yoon, the former minister of the Ministry of Strategy and Finance, also had a role in bringing the branch office of the North Chungcheong Province Northern Branch of the Small and Medium Business Promotion Corp. and also lowering the tax through the revision of the laws and regulations to help revitalize municipal economies around the country, the annual report said.
Yoon’s various intensive efforts for the sake of his electoral district in Chungju went as far as to help Chungju to emerge as the hub for business support for such cities as Jecheon, Geosan, Umsong and Danyang, as some 70 billion won in policy support funds for 2011 will be provided to 2,900 firms in the region.
The bureaucrat-turned-politician has been focusing on attracting industrial plants to the region by creating an environment conducive for business activities. He is determined to lead the effort to revise relevant laws and regulations to lower taxes for businesses to set up their plants in the Small and Medium Industrial Complex in North Chungcheong Province. He will spare no efforts to persuade the legislators on both sides of the aisle to make Chungju a corporate business town by exempting businesses from corporate taxes for the first three years and giving them a 50 percent reduction for an additional two years. Yoon will also push for no registration tax for 15 years and no property tax for five years and a 50 percent reduction for three years thereafter.
So far, Yoon has been credited with attracting three large companies to set up plants in the industrial zone. HL Green Power, a maker of batteries for environmentally-friendly cars such as hybrids. The company is a joint venture firm set up by Hyundai Mobis and LG Chem, which is certainly expected to create jobs, and will also help set up a cluster for parts makers for those vehicles.
The second company Yoon helped land is Osung LST, a maker of displays, chips, inspection equipment, ingots for solar batteries and wafers, which is listed on the stock exchange. The company is in the process of building a plant, raising hopes that the company will attract more firms to the industrial park to make it a new green energy cluster, the report said.
The third firm is Saehan Media, free from a decade-long court workout, which plans to set up a plant in the zone following its merger with Cosmo Chemical Group as a base for its future growth.
The legislator also prioritized taking care of the needy including senior citizens, the handicapped and poor families in his district. He secured funds from the government for the welfare of those people to improve their living environment and to build or expand welfare facilities. He secured government funds to build lease apartments in his district and to repair aged residential facilities. He secured 760 million won for the maintenance of some 200 apartment units in Yonsu District to replace old doors, waterproof walls, install CCTV and make other improvements.
Rep. Yoon also had a role in getting 700 million won to help poor families and build recreational facilities, including parks for senior citizens in the area.
He also participated in a campaign to deliver coal briquettes to needy families in the region during the winter to keep them warm. nw
