Nuclear Power Safety Master Plan

Orders and other prizes awarded to 58 exemplary people in celebration of Nuclear Safety Day

Park Kee-cheol, executive vice president of Korea Hydro & Nuclear Power Co. Power Generation Division, was decorated with the Order of Industrial Service, Bronze Tower, in recognition of his contribution to ensuring nuclear safety by developing the Advanced Power Reactor (APR) 1400 and APR+ designs at the Nuclear Safety Day anniversary event.
Yoo Seung-bong, senior vice president of Korea Plant Service & Engineering (KPS), was awarded the Industrial Service Medal. Lee Yoon-keun, general manager in charge of nuclear energy production and management at Doosan Heavy Industries & Construction, Lee Kyu-bong, chief of the 3rd Ulchin Power Complex and Lee Jong-chull, chief of the Production Division at Korea Nuclear Fuel (KNF) each received the presidential award.
Lee Byung-ho, chief of the 1st Yonggwang Nuclear Power Unit 2, 5th Power Generation Team; Park Yong-shik, chief of the 1st Ulchin Nuclear Power Unit 1, 6th Power Generation Team; Park Tae-shin, head of the 1st Kori Power Unit 2, 5th Power Generation Team; and Yoon Keun-shik, chief of the 1st Wolsung Power Unit 1, 5th Power Generation Team, were crowned with the Best Operator Awards.
The award winners were among 58 people who were presented with diverse orders and prizes in recognition of their contribution to the development of the Korean nuclear energy industry.

KHNP Executive Vice President Park was credited with having played a leading role in ensuring a stable power supply by striving to secure nuclear safety and implementing nuclear power construction projects on time in his 30-year career in the field. He was praised for contributing to making the APR1400, Korea¡¯s next-generation mainstay reactor, by taking responsibility in areas ranging from design to construction. He has also been concurrently involved in the execution of radwaste treatment projects as chief of the Radwaste Business Division since March 2008.
In order to provide an opportunity to ensure safety and the sustainable growth of nuclear energy behind the low-carbon, green growth paradigm, the Ministry of Education, Science and Technology held the 15th anniversary of Nuclear Safety Day at the Gwacheon National Science Museum on Sept. 10 with about 500 of those in the nuclear energy industry participating.

In his commemorative speech, Education, Science and Technology Vice Minister Kim Jung-hyun said, ¡°In an era of nuclear renaissance, Korea decided to implement low-carbon, green growth policies as its new national development paradigm last year and raise the portion of nuclear energy¡¯s electricity generation from the current 36 percent to 59 percent by 2030.¡±
Kim stressed that the government will inaugurate nuclear safety awards in order to secure globally top-rated nuclear facility safety and enhance nuclear energy people¡¯s morale and awareness toward nuclear safety. The government plans to establish and implement a master plan on nuclear safety by reflecting a vision on nuclear energy policies and priorities in the next five years so that work on safety regulation can be done in a more systematic manner.
During the anniversary event, those in the nuclear energy and radiation fields read the ¡°Nuclear Safety Chapter¡± calling for placing top priority on ensuring safety in the course of the production and utilization of nuclear energy.
Nuclear Safety Day is observed in celebration of the announcement of the government¡¯s nuclear safety policies on Sept. 10, 1994, and the government presents prizes to those who are recognized for their role in boosting the spread of awareness toward nuclear safety and improving safety.
CHT of Shin-Kori Unit 1 Celebrated
KHNP held a celebration on Sept. 15 to mark the performance of the Cold Hydro Test (CHT) of Shin-Kori Unit 1 and the first concrete casting of Shin-Kori Unit 4 on the Shin-Kori construction site.
Approximately 300 people involved with Korea¡¯s nuclear industry participated in the celebration, including President & CEO of KHNP Kim Jong-shin; Head of the Project Division Lee Woo-bang; Resident Officer of the Ministry of Education, Science and Technology Jeong Hyeon-deok; President & CEO of Korea Power Engineering Company (KOPEC) Ahn Seung-kyoo; and President & CEO of Korea Nuclear Fuel (KNF) Lee Ik-hwan.
¡°With the successful completion of the CHT for Shin-Kori Unit 1, the reliability and safety of the facility have been confirmed. Now, we must do our best to push for the commencement of commercial operation, which is scheduled for the end of next year,¡± said Kim Jong-shin. ¡°We need to make every effort to secure our competitiveness in the global nuclear market through the successful construction of Shin-Kori Units 3 and 4,¡± he added, praising the workers in the field for their efforts.
Shin-Kori Unit 1 is now scheduled for fuel loading in June 2010, and will commence commercial operations in December of the same year, at which point it will become the 21st nuclear power unit in Korea.
A construction permit was obtained in April 2008 for Shin-Kori Unit 4, and with the first concrete casting that took place on this day, full-scale structural construction will now take place. Shin-Kori Unit 4 is a third generation nuclear power plant (APR1400) developed by domestic experts through a 10-year project to develop leading technologies that began in 1992. The plant is a brand new model along with Shin-Kori Unit 3, and they are due to be completed in September 2013 and September 2014, respectively.
When Shin-Kori Units 3 and 4 are completed, Kori Nuclear Power Site will become the cradle of Korea¡¯s nuclear energy industry, maintaining the glory of Kori Unit 1, the starting point of Korea¡¯s nuclear power generation, through the new third generation plant (APR1400). nw
