MOCIE Accelerating Innovation in Business Process
- Minister Lee elaborates on policy directions, including one on economic recovery
Minister of Commerce, Industry and Energy Lee Hee-beom said his ministry will put energy into establishing a foundation for innovating itself on a voluntary and consistent basis.
MOCIE Minister Lee stressed his commitment to continued innovations for this year while delivering his speech during a ceremony for the start of the 2005 ministry business at the ministry on Jan. 3.
The minister noted that MOCIE repositioned itself as one of the most innovative government ministries last year, as the ministry was credited with carrying out administration duties "to such an extent that clients could be moved and coming with more substantial policies."
To this end, the ministry's office in charge of innovation has tentatively set the ministry's two innovation tasks: realization of customer-oriented process based on trust and reforming an organizational culture and business process.
MOCIE will concentrate its energies into building up a foundation for a sustainable development and revitalizing the economy by regaining corporate dynamics, he said.
Secondly, Minister Lee, said his ministry will continue to put on its policy agenda efforts to stimulate businessmen's entrepreneurship.
Thirdly, MOCIE, as one of the government agencies in charge of the actual economy, will focus on finding next-generation "breadwinners" and "sowing their seeds," he said.
Speaking about the details of the policy directions, he said, the ministry will work hard to build up an infrastructure for advancing Korea into an open trading country. Such steps, including removal of discriminating barriers in Korean companies' advance to foreign markets or foreign firms' market entry in Korea, need to be taken so that Korea's overseas shipments could be raised to the $40 billion level and foreign investments will flow into Korea.
The ministry will help Korea's key industries maintain a competitive edge through convergence with new technologies while preempting the global market by commercializing next-generation growth engine industries at the possible earliest date. MOCIE will work toward development of knowledge-based service industries and establishment of such infrastructure for supporting the industries such as manpower, design and standardization.
Efforts will be made to transform industrial complexes into innovative clusters centering around manufacturing and R&D as part of the national task for ensuring balanced national development.
Minister Lee said his ministry will strengthen steps to ensure energy security in a perspective of national survival, including development of new and renewable energies, and energy resources as well as building up an infrastructure for driving hydrogen economy, part of its efforts to cope with mandatory cuts in greenhouse gas emissions.
MOCIE Eyes Less Restrictions in Doing Business
The government this year will put more energy into minimizing inessential restrictions as well as strengthening an infrastructure for developing such knowledge-based industries as distribution, logistics, e-Commerce and business services.
Minister of Commerce, Industry and Energy Lee Hee-beom said in his New Year message that an infrastructure for supporting such industrial innovations as manpower, design and standards will be reinforced to help Korea's 10 next-generation growth engine sectors gain the lead in a race in the global market.
"Efforts will be redoubled to recover corporate vigor and expand sustainable growth engines. The ministry will focus on policies designed to minimize restrictions and maximize support," MOCIE Minister Lee said.
Lee stressed that MOCIE will work hard to discover and solve any discriminating practices and barriers standing in the way of our companies' entry to foreign countries and foreign companies' foray into the nation. The government will seek to provide support to Korean companies in doing business in a better environment in foreign countries, the minister said.
MOCIE Minister Lee said the government will push ahead with the five-year national balanced development plan, established last year, without a hitch while making strenuous efforts to advance self-sufficiency in local autonomy by building up regional industrial clusters.
Lee also said his ministry will seek to enact the Energy Basic Act while conducting across the board overhaul of energy policy implementation systems by forming up a national energy committee. The ministry will redouble efforts to raise energy self-supply capabilities by expanding resources exploration projects, he said. nw
